Social protection accounts for almost a third of government expenditure: almost twice the amount spent on healthcare, and six times the defence budget. At some point in their life, the system affects virtually every UK citizen, both as beneficiary, and as taxpayer. It touches numerous different government bodies (including most of the largest), employs over a million professionals, and involves thousands of private sector and third sector service providers. The system is complex, and no individual part operates in isolation – individual cases cross boundaries between different parts of the public sector, and the most complex cross multiple boundaries.
Whatever else it is lacking, the system of social protection is not lacking in aspiration. Whether seeking to eliminate child poverty, provide financial security for the elderly, or raise levels of activity in the employment market, the government is setting targets that challenge current thinking as well as existing structures and processes. It is widely accepted that the system will be unable to achieve these targets in its current form. As a result substantial reform is under way, and further reform is planned. However, we question whether the current pace of reform is fast enough to deliver the current targets.
